A proposal that the United Nations Sub-commission on Prevention of Discrimination and Protection of Minorities attack the question of discrimination by making systematic studies of specific situations in the fields of education, employment, immigration and others, was made here today by Moses Moskowitz, representing the Consultative Council of Jewish Organizations.
Mr. Moskowitz also urged that the sub-commission determine whether certain articles in the Universal Declaration of Human Rights and in the draft Covenants on Human Rights, particularly those on freedom of religion, communication and association, were adequate to meet the special needs of minorities.
In an analysis of the lack of success of the sub-commission in performing its duties in the past, the Jewish representative said that this was brought about by three conditions: lack of coordination between the unit and its parent body, the Commission on Human Rights; the terms of reference of the sub-commission are too broad and vague; and, the relationship between the concepts of prevention of discrimination and protection of minorities had been misunderstood.
