Political circles here today indicated their belief that it was unlikely that the summit meeting of the Big Four next month would discuss Middle East affairs. They expressed this opinion following a plea in the House of Lords by Lord Henderson, the influential Labor peer, asking the Big Powers to make a common declaration of policy at the summit conference with a view to emphasize their determination to maintain stability in the Middle East.
Lord Henderson also said he hoped such a statement would uphold the political and territorial integrity of the states of the area, and advocate direct peace talks between Israel and the Arab countries. In his plea, the Labor peer also said he hopes that Prime Minister Harold Macmillan would raise these issues at the conference.
