Barnett Janner, representing the Coordinating Board of Jewish Organizations, supported the Secretary General’s recommendation for the establishment of special, periodic reporting on the rights and freedoms set forth in the Declaration on Human Rights.
He made this statement before the sub-commission on the Prevention of Discrimination and Protection of Minorities. Mr. Janner also favored a continuing survey of the extent to which minorities are protected and discrimination prevented in various parts of the world.
The representative of the Coordinating Board said that some means should be devised for reporting on instances of discrimination and infringements of minority rights which were not of “sufficient magnitude” to justify the General Assembly’s consideration.
Mr. Janner expressed belief that the present procedure of closed session examination of alleged infringements of human rights was not a fulfillment of charter pledges to protect human rights.
Oscar Carback of the World Jewish Congress said that non-governmental organizations were thoroughly familiar with all types of discriminatory techniques and possessed a wealth of documentation that could be put at the sub-commission’s disposal.
