Talks in Cairo aimed at reaching a Palestinian case-fire ended Sunday without an agreement. The talks, which included 13 Palestinian groups, failed over whether the cease-fire should be encompass a halt to attacks against Israelis anywhere or limited to attacks against Israeli civilians in Israel proper.
