Texas Gov. Rick Perry signed into law a bill that strengthens penalties in hate crimes motivated by a victim’s race, religion, color, sex, disability, sexual preference, age or national origin. The James Byrd Jr. Hate Crimes Act was named for a black man dragged to death by three whites in 1998.
