The agreement signed recently between the Executive of the World Zionist Organization and the Hadassah Medica Organization, provides that, “the whole budget of the Hadassah Medical Organization, except the income received from Palestine, shall be raised by Hadassah. Inasmuch as Hadassah has dedicated itself to medical and health activities in Palestine as its share in the execution of the will of the Jewish people to reconstruct Palestine, and in pursuance of this end has developed the Hadassah Medical Organization; and inasmuch as the Hadassah Medical Organization has carried on in the past medical and health work for the benefit of the population of Palestine, and is designed to carry it on in the future until such time when the desire and hope of the parties of this agreement, gradually to develop the responsibility of the people of Palestine, in particular of the organized Jewry of the country and the municipalities for the administration and support of this work, shall have been realized.
“A copy of the proposed budget is to be submitted, as heretofore, to the Palestine Zionist Executive, who are to present their observations to the Governing Board of Hadassah for consideration. This budget is to be submitted annually for separate ratification to the Zionist Congress or to the General Council of the World Zionist Organization.
“The control of the Hadassah Medical Organization is to be vested in a governing board composed as heretofore of two representatives of Hadassah, the Women’s Zionist Organization of America, the Keren Hayesod, and the American Jewish nysicians’ Committee and two members at large, plus one additional member to be appointed by the Palestine Zionist Excecutive in their discretion.
“The Director of the Hadassah Medical Organization, who shall administer the Hadassah Medical Organization in Palestine, is to be appointed by the governing board, responsibility for the administration of the Hadassah Medical Organization in Palestine being vested in the governing board and the director.
“A committee to be known as the Palestine Advisory Committee, consisting of persons resident in Palestine, shall be associated with the director of the Hadassah Medical Organization, who shall be a member of the Committee and act as its chairman. Four members of the Palestine Advisory Committee shall be appointed by the Governing Board, and the Palestine Zionist Executive in their discretion may appoint two additional members. No members of the committee shall be a member of the medical profession of connected with any medical organization or agency. The members of the committee shall act in a personal capacity only except the two members appointed by the Palestine Zionist Executive insofar as they represent the Palestine Zionist Executive. The question of the participation of the Vaad Halcumi in this committee is reserved for subsecquent consideration and decision. In the event of disagreement between a majority of the committee and the director, the governing board may be appealed to, the decision of the director prevailing until the governing board directs otherwise.
“The Hadassah Medical Organization undertakes to meet the medical and health requirements of the Zionist program to the best of its ability, with due regard to its budgetary and other commitments.
“Negotiations with the Government of Palestine, except on technical and medical matters, affecting the Hadassah Medical Organization shall be conducted in cooperation with the Palestine Zionist Executive.
“Regular financial reports are to be submitted by the Hadassan Medical Organization to the Palestine Zionist Executive, or to any other body that may be designated by the Zionist Congress. Such reports are to be included in the announcements and financial reports of the World Zionist Organization and the Keren Hayesod. The accounts of the Hadassah Medical Organization are to be subject to audit at regular periods by persons designated by the Palestine Zionist Executive.
“This agreement is to be submitted to the next Zionist Congress for ratitication.”
A fellowship at the Hebrew University in Jerusalem, has been established by Toronto Zionists for Canadian students. The fellowship is given in honor of Samuel Kronick of Toronto.
Max Cramer, secretary to Supreme Court Justice Ryan, died suddenly Monday of heart disease. He was sixty-four.
For thirty-five years he was one of the lieutenants of Maurice Fetherston, former Democratic leader of the 16th Assembly District. He served at times as Superintendent of Sewers, Clerk of the Board of Aldermen and Clerk of the County Court, and was one of the founders of the Cherokee Club in East 79th Street and a member of the Tammany Society.
Frances Bernice Schiff, daughter of Mr. and Mrs. Bernard Schiff, was named alternate for the Pulitzer traveling scholarship in journalism. She is Columbia University correspondent of the New York “Herald Tribune”.
