The European Union called on Israel to give humanitarian groups full access to the West Bank and Gaza Strip. The E.U. external relations commissioner, Chris Patten, accused Israel on Monday of turning back more than 20 humanitarian missions contracted by E.U. officials, according to The Associated Press.
