The European Union’s foreign policy chief said his organization would like to aid Israel’s withdrawal from settlements in Gaza. Javier Solana, who met Tuesday with U.S. Secretary of State Colin Powell in Washington, said the European Union is willing to cooperate, but that the withdrawal should not prejudge a negotiated settlement between Israelis and Palestinians.
