The executive of the World Zionist Organization had nothing to do with the negotiations which led to an agreement with the German Government for the export to Palestine, in the form of German goods, of three million marks of capital of Jewish emigrants, Berl Locker of New York, member of the executive, told the Eighteenth World Zionist Congress here tonight.

Locker’s statement was in reply to a sharp demand by Meer Grossman, leader of the Democratic Revisionists for a report on the activities of the Zionist executive in connection with the agreement which he denounced as meaning the breakdown of the world-wide Jewish anti-Nazi boycott.

A coalition administration to guide the affairs of the World Zionist Organization during the next two years was being sought in negotiations among the leaders of the Zionist factions. The coalition setup, as it took shape during the negotiating today, provides for an administrative body of seven, consisting of three Laborites, two General Zionists, one Radical Zionist, and the president.

A combination such as this would make possible the return to leadership of Dr. Chaim Weizmann, former world president of the Zionist Organization, now believed awaiting the call at a suburb of Prague.

The Mizrachi (Orthodox Zionists) is not inclined to join this executive, but may agree to do so at the last moment, however. The Revisionists (extreme right-wing Zionists) are completely out of any proposed coalition administration.

The Revisionist party, defeated in its attempt to force a vigorous attitude on the German situation upon the Congress, was preparing today to make itself a central world body to guide and stimulate the boycott and to mobilize its hundred thousand members into a militant boycott body.

Vladimir Jabotinsky, leader of the Revisionists, announced this plan in an interview with newspapermen last night. He declared that since the Congress had failed to take over the boycott leadership, the Revisionists felt they must.
