The House Post Office and Civil Service Subcommittee on Postal Services has begun hearings here on the issue of Soviet interception of U.S. mail. It is the first in a series of hearings to be held at the request of Rep. Benjamin Gilman (R.NY), who has introduced legislation urging President Carter to express the disapproval of the American people of the Soviet’s failure to abide by international postal regulations.
