The International Law Commission, meeting here, voted 14-6 Friday to elect Egyptian Foreign Minister Boutros Ghali as its new chairman, The vote was a blow to the Arab rejectionist states who had proposed the Somali Ambassador to the United Nations in Geneva for the post. Diplomatic observers noted that the Soviet Union, which usually backs the rejectionists against Egypt because of its peace treaty with Israel, in this case voted for Ghali when it became evident that he would win.
