The Jewish War Veterans of the United States joined with other veterans groups at a rally Thursday in Washington to protest proposed reduction in federal benefits. The Veterans Affairs Department has proposed cutting health care benefits for veterans to meet targets set by the 1996 balanced budget agreement.
