The lights that usually brighten the city in the evening were dim Monday on the eve of Tisha B’av, the national day of mourning over the destruction of the First and Second Temples. According to the bylaws of Tel Aviv, all places of entertainment are closed. Banks were closed Monday afternoon and will be closed Tuesday. Many municipal and government offices had skeletal crews Monday.
