The Palestinian Authority is willing to grant Israel blocs of Jewish settlements in the West Bank as part of a final peace accord, the Israeli daily Ha’aretz reported. The paper said Palestinian Authority President Yasser Arafat unveiled the plan during talks last week in Washington with President Clinton. Palestinian officials denied the report but U.S. sources said it contained some truth.
