To the Editor, Jewish Daily Bulletin:.
In the issue of the Jewish Daily Bulletin of Friday, November 9, you printed a correspondence from Paris under the heading, “HICEM Report Finds No Drop in Immigration” dealing with the work of that organization.
Since your Paris correspondent does not make it clear what HICEM in reality is, will you permit me to state the facts.
HICEM is the combination of the Hebrew Sheltering and Immigration Aid Society (HIAS) and the Jewish Colonization Association (ICA) and is known as the HIAS-ICA Emigration Association, in short HICEM. HICEM has been functioning since 1927 in all foreign countries for Jewish migration purposes. It is the outgrowth of the foreign work begun by HIAS as far back as 1920 when HIAS sent a commission abroad for the purpose of organizing the societies’ overseas activities and establishing offices in various European countries. In 1920 it was felt that the work of aiding Jewish migration the world over would be immensely strengthened if there were established cooperation between HIAS and its foreign affiliates and thus HICEM came into existence.
