The Soviet Jewry Research Bureau of the National Conference on Soviet Jewry (NCSJ) reports that only 116 Jews were allowed to leave the USSR in May. This is barely over half the number permitted to emigrate a year ago and less than three percent of those allowed to leave at this time during the peak year of 1979.
