The speaker of the Palestinian Parliament said Israel had prevented him from traveling to Ramallah to open a session of the legislature. Ahmed Karia said Israeli officials turned down his request to cross through two military checkpoints between Abu Dis on the outskirts of Jerusalem and Ramallah.
