The State Department has declined to comment on India’s granting full diplomatic status to the Palestine Liberation Organization. Formal diplomatic relations were established in Beirut where India’s Ambassador to Lebanon, S.K. Singh, and PLO chief Yasir Arafat signed an agreement last Friday. It was the first accreditation to the PLO from a non-Arab country. Until now the PLO representative has operated under the auspices of the Arab League office in New Delhi. Singh said the agreement was based on India’s recognition of the PLO as the legitimate representative of the Palestinian people.
