The State Department Monday dismissed PLO chief Yasir Arafat’s request to communicate a message to President Carter of his willingness to cooperate with him for a “just peace” in the Middle East. Spokesman Frederick Z. Brown said he did not know about “diplomacy conducted through television.” Arafat made his request Sunday on CBS-TV.
