The United States does not yet have “a contingency plan” for military surveillance of the Sinai after Israel’s withdrawal although it is becoming apparent the Soviet Union will block (UNEF) now in place there.
“We have no prognosis on failure,” of the Security Council to continue UNEF, State Department spokesman Hodding Carter said. He observed that if the U.S. is unable to obtain the necessary nine votes in the Security Council or should the Soviets veto a resolution on UNEF’s continuation, “we simply will proceed to meet our commitment.” The commitment by the U.S. to Egypt and Israel is to organize a multilateral force for the Sinai should UNEF not be continued.
