The U.S. peace envoy in the Middle East is not being recalled, a State Department spokesman said. The official added Tuesday that recalling former Marine Corps Gen. Anthony Zinni would look like a retreat from efforts to negotiate an Israeli-Palestinian cease-fire. A day earlier, the same official said the United States might recall Zinni temporarily for consultations if violence spun out of control.
