The U.S. State Department said it hopes the Israeli-Palestinian deadlock over an Israeli withdrawal from 5 percent of the West Bank will be settled before Secretary of State Madeleine Albright arrives in the region Sunday. State Department spokesman James Rubin said Albright wants to focus on the final- status talks.
