The U.S. State Department told Egypt that upcoming joint naval maneuvers with Israel and Turkey did not pose a threat to other Arab countries. Egypt, which is one of several Arab countries that has criticized the exercise, has declined to send an observer to the maneuvers, which begin Wednesday. Jordan will have an observer.
