The United Nations called security reforms in the Palestinian Authority insufficient. On Wednesday, the U.N.’s undersecretary general, Kieran Prendergast, said reform efforts undertaken by P.A. President Yasser Arafat, especially following a rash of violent protests in the West Bank and Gaza Strip last month, were “slow and mostly cosmetic.”
