The United Nations office in Moscow has refused to accept a petition from 239 Jews urging UN Secretary General Kurt Waldheim to investigate violations of human rights in the Soviet Union, it was reported here Monday. Several of the signers were told that a UN administrative order prevented the officials of the organization from accepting petitions from individuals.
