The United States’ envoy for the Israeli-Palestinian conflict is staying in Washington until a new Palestinian Authority government is formed. John Wolf, whom President Bush named earlier this year to monitor Israeli and Palestinian compliance with the “road map” peace plan, has been in Washington since the beginning of the High Holidays, a State Department official said.
