The United States may increase humanitarian aid to the Palestinians at the expense of aid earmarked for the Palestinian Authority, Condoleezza Rice said. The Bush administration has withheld funding from the Palestinian Authority since Hamas won parliamentary elections in January, but called for support to continue to nonprofit organizations dealing with the needy in the West Bank and Gaza Strip.
