The Vatican and the PLO, in an apparent swipe at Israel, signed an agreement that said any unilateral decisions on Jerusalem would be “morally and legally unacceptable.” The agreement deals with matters such as freedom of religion and human rights, and how they will be applied in Palestinian-ruled areas.
