The White House coordinated steps with Russia in an effort to stop nine Russian groups from exporting missile technology to countries such as Iran. The United States imposed trade restrictions on the Russian institutions, including universities, hours after Russian authorities announced an investigation of the same entities. The U.S. action was an attempt to convince the House of Representatives to postpone a vote scheduled for Friday to override President Clinton’s veto of a law that would impose new sanctions on Russian companies involved in missile trade with Iran. The Clinton administration opposes the law in part because it believes the law micromanages foreign policy.
