The Executive of the Jewish Agency has been in session here from Monday till today, (Wednesday) says an official communique issued here this evening. The meeting was attended, it proceeds, by the members of the Executive who are now in Europe: Mr. Nahum Sokolow, Dr. Selig Brodetsky, ex-Deputy Farbstein, Dr. Maurice B. Hexter, Mr. Berl Locker, and Dr. Werner Senator, Dr. Bernhard Kahn was unable to attend, being unwell.
In view of the importance of the questions which the meeting was summoned to consider, the communique goes on, several prominent persons, who are not members of the Executive, were also invited to attend — Mr. Leo Motzkin, co-Chairman of the Administrative Committee of the Jewish Agency, Dr. Victor Jacobson, the representative of the Jewish Agency at the League of Nations, Dr. Arthur Ruppin, for many years the Jewish Agency’s colonisation expert in Palestine, and Mr. Leib Jaffe, Managing Director of the Keren Hayesod. Part of the sittings were also attended by Mr. Julius Simon of Berlin. Mr. M. M. Ussischkin, the head of the Jewish National Fund, (who is recuperating at Bad Kissingen) was unable, on account of the state of his health, to accept the invitation to attend the meeting.
MR. KAPLANSKY AND DR. ROSENBLUETH CONTINUING TO BE IN CHARGE IN LONDON TILL NEXT MONTH: MR. SOKOLOW TAKING UP DUTIES FULLY AT BEGINNING OF SEPTEMBER: DR. BRODETSKY BEEN NEGOTIATING WITH COLONIAL OFFICE FROM BELGIUM DURING HIS VACATION: NEGOTIATING WITH COLONIAL OFFICE ALSO CONDUCTED IN PART BY MR. KAPLANSKY.
Of the period that has elapsed since the Zionist Congress and the meeting of the Jewish Agency, the communique says, it has to be reported that in accordance with the arrangements made in Basel, Mr. Kaplansky and Dr. Rosenblueth, members of the last Executive, are remaining at their posts in London until September, in order to deal with current affairs.
Mr. Sokolow has been in Switzerland, taking a three weeks rest, and he will take up his duties fully at the beginning of September. During the last few weeks he has been taking a stand on the questions confronting the movement, and he is preparing for his further work through constant telephonic contact and correspondence with the leaders of the movement in London, and extensive correspondence with the other members of the Executive, as well as with the organisations and the leading persons in the various countries.
Dr. Brodetsky, who has been spending his vacation in Belgium, has been negotiating with the British Government, both by letter and also by repeated conversations with the Colonial Office on the outstanding questions. He is in constant telephonic and telegraphic contact with the office of the Executive in London. The negotiations with the Colonial Office have also in part been conducted by Mr. Kaplansky.
Mr. Berl Locker will arrive in London at the end of August, and will take over the direction of the Organisation and Propaganda Department.
Mr. Emanuel Neumann has gone to America in order to wind up his affairs as President of the Jewish National Fund in America and as a member of the Executive of the Zionist Organisation of America, and he will arrive in London at the beginning of October. For some months he will be engaged there in preparatory work in a sphere of activity which is of special interest to him, to attract private capital for the purpose of investment in Palestine. During this period he will also have the special task of maintaining contact and collaboration with America. Later on Mr. Neuman will proceed to Palestine to settle there permanently.
Dr. Bernhard Kahh, who is remaining in Berlin, will take an active part in the work of the Executive without taking over any special department.
Of the members of the Palestine Executive, the following are already at their posts: Dr. Arlosoroff, who has taken over the Political Department , Dr. Berkson, the head of the Education Department, and Mr. Harry Viteles.
Ex-Deputy Farbstein, after winding up his affairs as Chairman of the Keren Hayesod in Poland, will arrange to go to Palestine after the Jewish High Holy days.
Dr. Hexter will return to Palestine at the first opportunity.
Dr. Werner Senator has been engaged during the past few weeks in studying the financial problems, and has been conducting important negotiations in various countries. He is returning to Palestine immediately after the conclusion of this meeting.
DECISIONS ADOPTED FOR SAFEGUARDING INTERESTS OF JEWISH COLONISATION IN PALESTINE UNDER NEW LAND LEGISLATION: THE KEREN HAYESOD EMERGENCY CAMPAIGN: MR. SOKOLOW AND DR. HEXTER TO HEAD CAMPAIGN IN AMERICA.
The most important matter under discussion was the political development which has occurred in London and Palestine in the last few weeks, especially the question of the Land Development Scheme, and the legislation arising out of it. A number of important decisions were adopted for the purpose of safeguarding the interests of the Jewish colonisation work and of the Jewish National Home.
The financial situation, especially the position and the prospects of the Keren Hayerod Emergency Campaign, was fully discussed, and a number of reports were to hand from various countries like Germany, Czecho-Slovakia, etc., which for a start, are of a very favourable character.
The Executive decided to issue a special appeal to the Jews of all countries, in order to direct their attention to the importance and the urgency of this emergency campaign, and to take special steps in this respect in the United States, Canada, South Africa, England, Holland, Etc.
Mr. Leib Jaffe reported at length on the work of the Keren Hayesod for the coming year, and its plans for the various countries. All the members of the Executive promised to give their most active co-operation, and among other things, it was decided to send a big delegation to the United States headed by Mr. Sokolow, in which Dr. Hexter will participate, of the members of the Executive.
Mr. Hartzfeld, of the Palestine Land Workers’ Organisation, and a member of the Actions Committee, also took part in the discussions on the question of carrying on the work of Palestine on the basis of the budget fixed at Basel. Decisions were taken accordingly in regard to the work for the coming months.
Mr. Sokolow is understood to have left for St. Moritz immediately after the conclusion of the session, in order to continue his cure there. Before proceeding to Palestine, Mr. Sokolow will go to London and Geneva.
