Awaiting the new quotas to become operative in the United States, 1,000 emigrants from Eastern and Southern Europe have assembled in Constantinople. Many of this number will be forced to remain in Turkey for at least ten months before they will be able to set sail for America. One hundred ninety of the emigrants are being sheltered at the Jewish Home of the Immigrant Aid Committee, while the remainder are living in Jewish hotels. The Aid Committee has declined further responsibility for new emigrants having guaranteed the Government the departure of those who have already arrived. The position of new arrivals is desperate inasmuch as they may be refused admission to the country.
