Threats by Israeli ministers to topple the governing coalition coincided with the start of talks involving Israeli and Palestinian negotiating teams. The Israeli daily Ha’aretz, citing U.S. sources, said Israel had suggested that 3 percent of the 13 percent further West Bank redeployment proposed by the United States be set aside for nature reserves. The Israeli daily Ma’ariv reported that Israel had offered a compromise on its demand that the Palestine National Council convene to cancel the anti-Israel clauses from its charter. Palestinian officials denied reports that they had accepted either proposal.
