The District Soviets in Zbitomir. Proskurov, Mohilev and Korosten were ordered by the All Ukrainian Sovnarcom to combat the unemployment which exists in those districts mainly among the Jewish population. The District Soviets were ordered to provide the unemployed workers with implements and tools and to undertake public works on which they may be employed.

Another instrution to the same Soviets directed that the subsidies for the Jewish technical and artisan schools be increased.
