racial refugees and that Jews need not worry over the fate of those Jewish refugees who are now in France, since they are not considered in the same category as foreigners who came to France willingly.

“The poisonous plant of anti-Semitism will not take root in France,” M. Moutet assured the Federation. “Public opinion as well as the Parliament are well aware of the dangers of anti-Semitism. We do not plan to introduce any special policy against foreigners who seek refuge in our country.”
