The Toronto City Council has adopted a by-law prohibiting racial and religius discrimination in municipally-licensed businesses, including dairy stores, barber shops, beauty parlors, pawnshops and others.

The by-law was supported by the Canadian Jewish Congress which pressed for its adoption in letters to the Mayor and councillors. The Congress and other Jewish groups were represented in deputations which called on officials to press for the regulation. Originally, the case developed over the refusal of a local barber to cut the hair of a Negro child.
