The United Nations three-man cease-fire committee today submitted a plan for a Korean settlement whose five main points paralleled the Israel plan. This made it unlikely that Israel, in conjunction with other sponsors, would introduce a cease-fire plan of its own.
Israel’s delegates pointed out that this plan included these elements of the Israel plan: A resort to a series of stages, a call for a cease-fire, the guarantee of Korean independence, a progressive withdrawal of all foreign troops, and the convening of a big power conference on all outstanding Chinese issues.
