The U.N. Commission on Human Rights today opened its seventh session here in an attempt to complete its work on the drafting of an International Covenant on Human Rights and to recommend enforcement measures. Observers of all major Jewish organizations in the United States and Europe are attending the session.

In a memorandum submitted to the session, the World Jewish Congress asks for a number of amendments to the part of the draft of the covenant which has already been prepared. The memorandum proposes that the covenant be drafted in such fashion as to ensure protection against racial and religious discrimination and intolerance.
