U. N. Expert Lauds Israel’s Achievements; Lists Deficiencies

Israel has developed soil conservation to a greater extent than any other country on the Mediterranean, Sune Carlson, Swedish head of the United Nations technical assistance program in Israel, told a press conference here today. This success was due to a technical assistance team of four American experts who have been aiding the Israeli Government in planning new farms and preparing agricultural land and in training technicians.

All together, there are 28 specialists sent out by the United Nations and UN agencies now in Israel, Mr. Carlson reported. Several of these experts are helping in raising productivity in the factories and in training foremen. The Swedish technical assistance expert, who is a professor of civil administration, said that the outstanding problem in Israel was the lack of what he described as “non-commissioned officers.” The reason for this, he said, was that certain trades and professions were not taken up by Jews.

For instance, Mr. Carison explained, there were good department heads in the Israel Government, but a lack of clerks and stenographers; there were excellent doctor, but a lack of nurses; there were good engineers, but a lack of draftsmen. He pointed out that the solution to this problem was only a matter of education.
