Count Folke Bernadotte, U.N. mediator, is preparing to present both the Jews and the Arabs with an ultimatum on an exact ceasefire time, according to information received here today in authoritative circles. The ultimatum will be worded in such a manner that only a positive or a negative answer will be possible, the informants said.

After conferring with Count Bernadotte today in Haifa, Israeli Foreign Minister Moshe Shertok returned to Tel Aviv this evening to report to the Israel Government on the cease-fire talks. It is believed here that a final reply to Bernadotte will be dispatched late tonight.

The Arab condition on the question of Jewish immigration to the Jewish state during the truce period is said to be an agreement to allow a limited number of Jews of military age to enter Israel during the four-week armistice. A majority of the Israeli officials are said to be in favor of this compromise.
