A world-wide control network to check on the immigration of able-bodied men to Palestine was foreshadowed today by Count Folke Bernadotte, U.N. mediator, in a cablegram addressed to Secretary-General Trygve Lie.
Bernadotte requested that Lie should circulate to all 58 members of the United Nations the immigration provision accepted by both sides for the 28-day truce period. He suggested that Lie ask the cooperation of all member governments and their immigration authorities in carrying out these provisions.
A U.N. spokesman made it plain that the Secretary-General is hesitating to comply with Bernadotte’s request. He pointed out that the truce terms, based on Count Bernadotte’s own interpretation of the Security Council’s cease-fire resolution of May 29, had never been ratified by the Council.
In an attempt to clarify the far-reaching implications of the mediator’s request, Lie telephoned Bernadotte’s headquarters in Rhodes today but was unable to reach him. He expects to discuss the matter in detail with Bernadotte tomorrow morning before deciding whether to comply or ask the Security Council for a decision.
