U.N. Secretary-General Kofi Annan confirmed that the world body’s peacekeeping force in southern Lebanon is preparing for a possible unilateral withdrawal of Israeli troops. Annan said the “ideal” solution would be an Israeli withdrawal linked to a peace agreement with Syria and Lebanon.
