After another all-night meeting, summoned on the “urgent” request of Syria, which had accused Israel of violating the earlier cease-fire resolution concerning the fighting in Syria, the Security Council adjourned at 3:10 a.m. today with unanimous adoption of a fresh resolution which took no sides but condemned “any and all violations of the cease-fire” by any of the parties to the conflict.
Israel’s Ambassador Gideon Rafael had denied Syria’s charges vigorously shortly after the night session had convened. He said there has been no forward movement by Israeli forces after the cease-fire had been established. Secretary-General U Thant reported to the Security Council that Lt, Gen. Odd Bull, Chief of Staff of the United Nations Truce Supervision Organization, whose military observers were on both sides of the Israeli-Syrian battlefront, had reported only that fighting was going on but could not say which side had moved “forward” since they had agreed mutually to cease fire.
Much of the night session was consumed by further attacks against Israel, and some attacks against the United States, by Soviet delegate Dr. Nikolai Fedorenko and a number of Arab speakers.
