U.N. Security Council Urged to Meet in Europe on Arab-israel Issue

As Israel filed a new complaint against Egyptian aggressions with the Security Council here today, a behind the scenes maneuver got under way to reconvene the Security Council at an early date and hold the next meeting in Geneva or Paris instead of here.

Dr. Victor A. Belaunde of Peru, a member of the Council, was reportedly behind the idea that the next Security Council meeting be held in Geneva or Paris. The reasoning was that a meeting there would make it possible to receive an earlier interim report from the Secretary General without taking him too far from the scene of Middle East activity. The United States delegation, it was understood, was ready to agree to a meeting in Europe if a majority of the Council members wanted to hold it there.

Today’s letter from Abba Eban, Israel delegate, to the Security Council cited broad-casts from Radio Cairo boasting about the actions of the Egyptian commandos, the fedayeen, and speaking of their ability to inflict “terror and fear” in Israel with their “awe-inspiring” activities. The letter to the Council, like several which preceded it in the last five days, did not ask for a meeting of the Council.
