Tension was rising at the United Nations Truce headquarters here tonight as reports kept arriving from the Jerusalem area of mobilization of Arab troops there for what appears to be an imminent all-out defensive. Personnel at the U.N. headquarters fear that Israel will meet an Arab defensive against Jerusalem with a general resumption of fighting on all fronts.
