The U.N. Trusteeship Council released officially today its report to the forthcoming session of the General Assembly on its efforts to establish an international regime for Jerusalem.

The report, which will be the basis of the General Assembly’s reconsideration of the Jerusalem problem this fall, includes a memorandum submitted to the Council by the Israel Government outlining its new plan for U.N. curatorship over the Holy Places.

The report adds up to a statement of the Council’s inability to implement Jerusalem’s statute as ordered by the General Assembly in its internationalization resolution of last December. This means that the Assembly will have to figure out a new way to settle the Jerusalem problem.
