An appeal to the United Nations to adopt a Declaration on the Right of Asylum, providing for freedom from persecution by any government against any person seeking refuge, was voiced here today by Felix Schnyder, of Switzerland, the UN High Commissioner for Refugees.
Mr. Schnyder spoke before the General Assembly’s Social, Humanitarian and Cultural Committee, which is debating a resolution providing for such a declaration. The intent is to transfer certain rights previously spelled out in the Universal Declaration of Human Rights into international law. If the new Declaration on the Right of Asylum is adopted, said Mr. Schnyder, it would become illegal to subject those seeking asylum to persecutions.
