U. P. A. Conflict is Considered Settled; Conciliation Body Reaches Unanimous Decision

The conflict within the United Palestine Appeal was considered settled today when its seven-member conciliation committee, appointed at a meeting of the U.P.A. executive committee this week, reached a unanimous decision on the leadership of the United Jewish Appeal, of which the U.P.A. is a major constituent agency. The decision will be reported to the board of directors of the U. P. A. which is scheduled to meet on Monday.

No official statement with regard to the decision has been issued as yet, but it is understood that the conciliation body, composed of all groups represented in the U. P. A. agreed on a compromise which, it was said, is also acceptable to Henry Morgenthau Jr., who is to head the 1949 U.J.A. campaign. The compromise provides that:

1. The United Palestine Appeal and the Joint Distribution Committee each appoint a vice-chairman of the United Jewish Appeal; 2. Mr. Morgenthau–enjoying the same rights which he held during the previous campaigns–also appoints a vice-chairman of his own; 3. The three vice-chairmen will have equal rights “but Mr. Morgonthau will determine the functions of each.

The U.P.A. conciliation group which reached this understanding was composed of Herman L. Weisman, acting national chairman of the United Palestine Appeal; Charles Bess, representing the Keren Hayesod; Judge Morris Rothenberg, representing the Jewish National Fund; Rabbi Irving Miller, of the Zionist Organization of America; David Wertheim, of the Labor Zionist##; Rabbi J. Friedman, of the Mizrachi Organization of America, and Mrs. Moses Epstein, of Hadassah.
