In a resolution before the House of Representatives today, Congressman James C. Healey. New York Democrat, urged that the United States delegation to the United Nations support the proposal for direct negotiations between Israel and the Arab States as an “indispensable condition toward the attainment of peace and cooperation and the settlement of all outstanding disputes between them.”
