The United States District Court had before it today a request by a naturalized citizen and an alien for a temporary injunction against enforcement of Pennsylvania’s new alien registration law until its validity is determined.
Application for the injunction was filed by Bernard Davidowitz, a naturalized citizen and Vincenzo Travaglini, an alien, both of Philadelphia. Counsel for the applicants contend that the law, passed at Harrisburg last May, violates both the State and Federal constitution. The law requires aliens to register with the State Department of Labor and Industry. A fine and refusal of automobile driving privileges are the penalties for failure to register. Employers are liable to fine if they hire unregistered aliens.
