A proposal that a worldwide study of discrimination in emigration be made by the United Nations was made here today by Judge Philip Halpern, of Buffalo. At the opening meeting of the Subcommission on Prevention of Discrimination and Protection of Minorities. The treatment of minorities suffering discrimination in emigration from Egypt and Hungary makes a UN study of the subject necessary, Judge Halpern declared.
